Waarde Collega,
Bijgaand zend ik U het beloofde stuk over structuurbegrip. Zoals ik al even zei, het is sterk vanuit onze kant bekeken, de kant van de econometrie dus en op een zeer abstract niveau. Wanneer men mij zou vragen de structuur van Nederland te beschrijven, zou dit o.a. betekenen dat ik dus niet slechts de verhouding zou mededelen tussen de verschillende industrietakken, de exportpercentages en dergelijke, doch ook een aantal andere "kengetallen". Zelfs is het zo, dat strikt genomen de zojuist genoemde verhoudingen volgens sommigen niet de eigenlijke structuur aangeven. Strikt genomen immers zijn dit geen data in de economische zin van het woord, doch reeds uit deze data afgeleide economische variabelen. Toch geloof ik dat voor practische doeleinden het verstandig zou zijn in plaats van bedoelde data, die niet eens gemakkelijk te definiëren zijn, toch maar deze variabelen te noemen. In econometrische onderzoekingen voegt men daaraan gewoonlijk toe allerlei elasticiteitscoëfficiënten; hierop is overigens dezelfde aanmerking te maken als op het voorafgaande. Elasticiteiten zijn geen eigenlijke data, doch in theorie althans ook weer afgeleide grootheden. Het hangt dus kennelijk van de hoek, van waaruit men het vraagstuk benaderd, af wat praktisch is. Bij beide benaderingen zal men in elk geval een aantal maatschappelijke regelingen en andere instituties ook tot de structuur rekenen.
Deze enkele opmerkingen zijn misschien een voldoende begin voor een nader gesprek hierover, waaromtrent ik Uw voorstel gaarne afwacht.

Enclosed I send you the promised piece on the concept of structure. As I mentioned briefly, it is strongly viewed from our side, that is, the side of econometrics and at a very abstract level. If I were asked to describe the structure of the Netherlands, this would mean, among other things, that I would not only report the ratio between the various branches of industry, the export percentages and the like, but also a number of other "key figures". It is even the case that, strictly speaking, the ratios just mentioned do not, according to some, indicate the actual structure. Strictly speaking, after all, these are not data in the economic sense of the word, but economic variables already derived from these data. Nevertheless, I believe that for practical purposes it would be wise to name these variables instead of the intended data, which are not even easy to define. In econometric research, one usually adds all kinds of elasticity coefficients to this; the same remark can be made about this as about the preceding. Elasticities are not actual data, but in theory at least, they are also derived quantities. It apparently depends on the angle from which one approaches the problem what is practical. In both approaches, one will in any case also count a number of social regulations and other institutions as part of the structure.
These few remarks are perhaps a sufficient start for a further discussion on this, regarding which I look forward to your proposal.
