Dear Howard,
Thank you very much for sending me the two documents you found in your study and excuse me for the trouble they caused you. Our thoughts have been several times recently with your home where just a year ago we spent such fine days. A couple of weeks ago I was nearer to you than you might have expected: I overflew the United States' territory between the great lakes and San Antonio on my way to Mexico City. I was part of a mission to advise the Mexican Government on their port development programs and had a chance to renew my contacts with several of our colleagues. I found URQUIDI especially bright and also the people of the Central Bank and the Commission of Investments. In addition I saw a number of other interesting people which made my trip a very satisfactory one.
We do not regularly have a translation of our year-plan, and no central economic plan in English for 1953 exists. I asked the library to send you, however, a copy of the 1954 English version.
