Dear Professor Mahalanobis,
Some time ago I had a visit from Mr Menzies of the U.N. Technical Assistance Administration, speaking to me anew about the possibility of my going to India. Mr Menzies then suggested, since it is difficult for me to go for a long time to India, that Mr LINKS should go for the whole year and that I might only go once or twice for a shorter period in order that we might discuss his problems.
The Government of India replied that they wanted one expert for the whole period. I think there may have been a misunderstanding about Mr Links's qualities. He certainly deserves the name of expert, especially in econometric research and planning techniques. Mr Links for quite some time was the head of one of the three divisions of my office, and as such had to defend in Paris before the O.E.E.C. the Dutch economic program, which he did very well. Mr Links also gave courses at the Institute of Social Studies where mostly Indian economists had some post-graduate training. Mr Links therefore is certainly qualified for giving advice on statistical research on economic matters, and especially when needed for economic policy questions.
I thought it useful to inform you about him somewhat more in detail.
