Zeer geachte Mevrouw Voskuil,
Hartelijk dank voor Uw brieven van 13 en 19 Oct. Die verjaarsbrief aan U kwam dus veel te vroeg! Wel bedankt ook voor de (nu geregelde) zending van bureau stukken en berichten. Ik zal even antwoorden op punten die dat nog behoeven:
U vraagt over mijn opbergsysteem. Ik ben er meer en meer voor gaan voelen om het te richten naar de vraagstukken van econ. politiek (d.w.z. actief optreden door de regering) en dan onderverdeeld naar de "instrumenten": loonpolitiek, belasting (onderverdeeld naar de soorten), uitgavenpolitiek (onderverdeeld o.a. naar investeringen, subsidies, gewone uitgaven van andere aard), rente- en kredietpolitiek (vooral Ned. Bank, verder gewone banken, leningspolitiek vd regering), prijspolitiek (vooral belangrijk bij landbouw). Dit is niet alles; maar U zult bemerken dat het aansluit bij de nieuwere dossiers die we de laatste paar jaar hadden. Daarnaast natuurlijk de internationale aangelegenheden: ook naar "instrument"; hetgeen in de eerste plaats betekent naar de commissies of opdrachten die ik heb gekregen. Elk onderwerp moet naar zijn eigen aard worden onderverdeeld. Dat verlangt meestal enig rustig nadenken over hoe het in elkaar zit; een goede indeling moet in elk geval altijd aan twee eisen voldoen: de delen moeten tezamen alle mogelijkheden omvatten en ze moeten elkaar uitsluiten. Misschien wil een van de naast betrokkenen voor elk onderwerp U desgewenst wel nader vertellen hoe het in twijfelgevallen het beste kan.
Ik las in de krant dat er in NY een groot diner was van luchtvaartpioniers, bij pres. Eisenhower; daarbij de naam van prof. vd. Maas. - Dank U voor het bericht over Min. Mansholt; en voor 2e versie Plan: het gaat goed dit jaar.
Zoudt U - in overleg met Tineke - willen zien of er bij mij nog ergens [misschien in vakkenkastje, rechts boven of zijn of bovenop dossier over internat. handel en elasticiteiten dat ergens in de laagte achter mijn zitplaats aan mijn schrijftafel ligt*)] te vinden is een 2e exemplaar van een artikel van J.J. Polak dat ik van 't jaar beoordeelde voor Econometrica (brief van 10 Aug. 53). De Econometrica redactie heeft bericht van de post gekregen dat het verloren is geraakt (de enveloppen zijn bij ons te zwak; ik krijg hier ook veel in flarden aan) en dat alleen de envelop ergens te- voorschijn kwam. Er was inderdaad een 2e ex., dat ik achtergehouden heb en ik bedenk me nu ook nog dat het in een dossier EP zou kunnen liggen (vakkenkastje, links boven) Leuk puzzeltje voor U beiden! maar niet langer dan 1/2 uur zoeken! [Zie ook een brief van 12 Oct. aan mij door Econometrica Soc. aan Ned & Kop. gezonden].
Zoudt U misschien ook nog willen zien of er nog een ex. over van het art. in de "Banco del Lavoro"? Dan zou ik dat graag nog ontvangen - per zeepost. Voorts graag een ex. Polak diss. aan Prof. Morgenstern, Princeton.
Zojuist teruggekeerd van zeer vruchtbare en prettige visite aan Harvard. Veel belangrijke zaken bij [Leontief] en Rosenstein Rodan, waarover ik ook nog aan Lips en Verdoorn zal schrijven.
Schreef ik U al dat we mijn zwager Rein nu werkelijk bij ons hebben? 't Is echt fijn. Het is het gezin van Rein van [Heukelom] (let op andere datum dan Amerikaanse!) en we betalen samen zijn komst waarnaar mits wij geen kans zagen daarheen te gaan.

Dear Mrs. Voskuil,
Many thanks for your letters of 13 and 19 Oct. That birthday letter to you arrived much too early! Also thanks for the (now regular) shipment of office documents and reports. I will briefly answer points that still require it:
You ask about my filing system. I have become more and more inclined to organize it according to the issues of econ. policy (i.e. active intervention by the government) and then subdivided according to the "instruments": wage policy, taxation (subdivided by types), expenditure policy (subdivided among others into investments, subsidies, ordinary expenditures of other kinds), interest and credit policy (especially Ned. Bank, further ordinary banks, government lending policy), price policy (especially important for agriculture). This is not all; but you will notice that it aligns with the newer files we have had the last few years. In addition, of course, international affairs: also by "instrument"; which in the first place means according to the committees or assignments I have received. Each subject must be subdivided according to its own nature. That usually requires some quiet reflection on how it is structured; a good classification must in any case always meet two requirements: the parts must together cover all possibilities and they must be mutually exclusive. Perhaps one of those most closely involved for each subject would be willing to tell you more about how best to handle doubtful cases if desired.
I read in the newspaper that there was a large dinner in NY of aviation pioneers, with Pres. Eisenhower; including the name of Prof. vd. Maas. - Thank you for the report on Min. Mansholt; and for the 2nd version of the Plan: things are going well this year.
Would you - in consultation with Tineke - like to see if there is still to be found somewhere [perhaps in the pigeonhole cabinet, top right or on top of the file on internat. trade and elasticities that lies somewhere in the low area behind my seat at my desk*)] a 2nd copy of an article by J.J. Polak that I reviewed this year for Econometrica (letter of 10 Aug. 53). The Econometrica editorial office received word from the post office that it has been lost (the envelopes are too weak at our end; I also receive many in shreds here) and that only the envelope turned up somewhere. There was indeed a 2nd copy, which I kept back, and I now also remember that it could be in an EP file (pigeonhole cabinet, top left). A nice little puzzle for both of you! but don't search for more than 1/2 hour! [See also a letter of 12 Oct. sent to me by Econometrica Soc. to Ned & Kop.].
Would you perhaps also like to see if there is still a copy left of the art. in the "Banco del Lavoro"? Then I would like to receive that - by sea mail. Furthermore, please send a copy of Polak's diss. to Prof. Morgenstern, Princeton.
Just returned from a very fruitful and pleasant visit to Harvard. Many important matters with [Leontief] and Rosenstein Rodan, about which I will also write to Lips and Verdoorn.
Did I already write to you that we now actually have my brother-in-law Rein with us? It's really nice. It is the family of Rein van [Heukelom] (note the different date than the American one!) and we are paying together for his arrival, for which we otherwise saw no chance of going there.
