Zeer geachte Heer Frank,
Bij afwezigheid van de heer Verdoorn hebben collega Witteveen en ik Uw brief betreffende de heer HAERRY besproken. Onze conclusie is, dat wij voor zijn manuscript wel belangstelling hebben, indien het althans mogelijk zou zijn er een hoofdstuk aan toe te voegen, waarin de voorgestelde meting wordt toegepast op enkele concrete gevallen. Wij beschouwen het namelijk als een van de vereisten van quantitatief onderzoek, dat niet slechts methoden in abstracto worden ontwikkeld, doch ook in concreto worden toegepast en wij hebben dat element in de samenvatting van de heer Haerry nog wel enigszins gemist. Wij zouden dus eigenlijk onze beslissing willen uitstellen totdat dit punt is vastgesteld. Mocht de heer Haerry er in slagen een hoofdstuk met practische voorbeelden toe te voegen, dan denken wij verder bepaald ook over opneming, al geldt ook voor de overige hoofdstukken dat uiteraard de definitieve beslissing toch pas valt wanneer men het manuscript heeft gezien.
Ik hoop dat U op deze wijze tot een positief resultaat zult kunnen komen.

Dear Mr. Frank,
In the absence of Mr. Verdoorn, colleague Witteveen and I have discussed your letter concerning Mr. HAERRY. Our conclusion is that we are interested in his manuscript, provided it would at least be possible to add a chapter in which the proposed measurement is applied to some concrete cases. We consider it, namely, as one of the requirements of quantitative research that methods are not only developed in abstracto, but are also applied in concreto, and we have somewhat missed that element in Mr. Haerry's summary. We would therefore actually like to postpone our decision until this point has been established. Should Mr. Haerry succeed in adding a chapter with practical examples, then we definitely also think about inclusion, although it also applies to the other chapters that naturally the final decision is only made once one has seen the manuscript.
I hope that in this way you will be able to reach a positive result.
