Zijne Excellentie de Minister van Economische Zaken, Bezuidenhout 30, 's-Gravenhage
In verband met de ontslag-aanvrage van de heer L. C. KUIKEN als adjunct-directeur van het Centraal Planbureau zou ik aan Uwe Excellentie in overweging willen geven in zijn plaats te benoemen de heer W. DREES Jr, thans verbonden aan het Ministerie van Financiën. De heer Drees, die een der beste studenten van de Economische Hogeschool te Rotterdam was, heeft van 4 October 1945 tot 17 April 1947 op het Centraal Planbureau gewerkt, waarbij zijn bekwaamheden ook ten aanzien van het werk van dit bureau voldoende gebleken zijn. Nadien is hij werkzaam geweest bij het Internationale Monetaire Fonds, het Hoge Commissariaat te Jakarta en het Ministerie van Financiën te 's-Gravenhage. Het komt mij voor dat de heer Drees over alle bekwaamheden beschikt, die voor de positie van adjunct-directeur van het Centraal Planbureau verlangd moeten worden en ik zou zijn aanstelling dan ook op hoge prijs stellen.
Zoals ik reeds verleden jaar aan Uwe Excellentie kenbaar maakte, zou ik mij gaarne op den duur willen terugtrekken van mijn functie om meer aandacht te kunnen gaan schenken aan, enerzijds, het vraagstuk van de onderontwikkelde gebieden en, anderzijds, enkele andere wetenschappelijke economische onderwerpen. In verband met de afwezigheid van de heer POLAK en de hierboven besproken wisseling in de andere adjunct-directeur's plaats, zou ik voor het ogenblik slechts verlof buiten bezwaar van 's Rijks schatkist willen vragen, ingaande op 1 Januari e.k. en aldus willen interpreteren dat ik mij van 1 Januari 1954 af beschikbaar zou stellen om twee morgens per week op het Centraal Planbureau te blijven werken, dit laatste zonder financiële consequenties voor het Rijk. Op deze wijze hoop ik het mogelijk te maken dat de heer Drees na het vertrek van de heer Kuiken, omtrent 1 April e.k., zo nodig nog kan terugvallen op mijn ervaring.
In een oriënterend gesprek, dat ik met Prof. Brouwers mocht hebben, is overeengekomen dat ik dit voorstel aan U zou voorleggen. Daarbij werd tevens onder ogen gezien dat ik af en toe voor korte tijd wellicht afwezig zal zijn in verband met de hierna te noemen werkzaamheden. Gedurende zulk een afwezigheid zou ik uiteraard niet in staat zijn de twee morgens per week aan het Planbureau door te brengen. Ik moge U in dit verband nog mededelen, dat Curatoren van het Nederlandsch Economisch Instituut een voorstel van de directeuren van dit Instituut hebben goedgekeurd, waarbij een nieuwe afdeling van dit Instituut onder mijn leiding zal gaan werken aan de vraagstukken van de ontwikkeling in het bijzonder van onderontwikkelde gebieden. In verband met de wens van mijn collega's directeuren om aan dit feit enige bekendheid te geven zou ik het bijzonder op prijs stellen indien U Uw beslissing binnenkort aan mij kenbaar zou willen maken. Het spreekt wel vanzelf dat ik voor het geven van nadere inlichtingen gaarne beschikbaar ben.

In connection with the resignation request of Mr. L. C. KUIKEN as deputy director of the Central Planning Bureau, I would like to suggest to Your Excellency to appoint Mr. W. DREES Jr, currently associated with the Ministry of Finance, in his place. Mr. Drees, who was one of the best students of the Netherlands School of Economics in Rotterdam, worked at the Central Planning Bureau from October 4, 1945, to April 17, 1947, during which time his abilities regarding the work of this bureau were sufficiently demonstrated. Since then, he has worked at the International Monetary Fund, the High Commission in Jakarta, and the Ministry of Finance in The Hague. It seems to me that Mr. Drees possesses all the skills required for the position of deputy director of the Central Planning Bureau, and I would therefore highly value his appointment.
As I already made known to Your Excellency last year, I would like to eventually withdraw from my position to devote more attention to, on the one hand, the issue of underdeveloped areas and, on the other hand, some other scientific economic subjects. In connection with the absence of Mr. POLAK and the change in the other deputy director's position discussed above, I would for the moment only like to request leave without burden to the State Treasury, starting on January 1 next, and thus wish to interpret that from January 1, 1954, I would make myself available to continue working at the Central Planning Bureau for two mornings a week, the latter without financial consequences for the State. In this way, I hope to make it possible for Mr. Drees to still fall back on my experience if necessary after the departure of Mr. Kuiken, around April 1 next.
In an exploratory conversation I had with Prof. Brouwers, it was agreed that I would submit this proposal to you. At the same time, it was considered that I might occasionally be absent for short periods in connection with the activities mentioned below. During such an absence, I would naturally not be able to spend the two mornings a week at the Planning Bureau. I may further inform you in this regard that the Trustees of the Netherlands Economic Institute have approved a proposal from the directors of this Institute, whereby a new department of this Institute under my leadership will work on development issues, particularly those of underdeveloped areas. In connection with the wish of my fellow directors to give some publicity to this fact, I would particularly appreciate it if you would make your decision known to me soon. It goes without saying that I am gladly available to provide further information.
