Dear Mr Thewathia,
From your letter of February 19 I understand that you are interested in the possibility to spend some time at the Institute of Social Studies at the Hague. It may be useful therefore to tell you that the selection of candidates this last year was made on the basis of judgments from the Indian universities who proposed their best students. I don't think that it is possible to make a selection here in Holland since we evidently never would succeed in comparing candidates with students that are not applied. It is, however, doubtful whether the same procedure will at all be followed in the near future since the whole system of education on the institute is under discussion. I am not able therefore to tell you very much definite about selection problems but all I can suggest is that you send in a formal application which will then run its usual way.
