Dear Mr Gupta,
I am sending your outline back under separate cover. I think I should leave the judgment to Professor Witteveen since he is your promotor. I have one or two points to suggest and if there are any specific questions to put before me I shall always be glad to try and answer them.
I don't think chapter 5 is already what it should be. For your analysis theory is required in which the various independent data influencing the phenomenon in question have to be shown. The extent of the influences exerted by the various data may be derived in a rough way from a comparison of different states. Those states may either be different in that they may refer to different historical periods or they may be different because different countries are compared. It is only in that way that one can make a more or less thorough analysis. What you have to try here is not to reproduce opinions but also to test them. This is not an easy matter and probably it would be safer to pay attention only to the main data that seem to be decisive for Indian unemployment.
As to part IV, I had expected a subdividon in objectives and instruments. The titles of the chapters 9, 10, and 11 are not completely logical in this respect and may be somewhat streamlined. Would it not be useful to deal with capital formation immediately after having dealt with investment?
