Amice,
Naar aanleiding van bijgaande aanvragen van de zijde van de heren PALVIA en MITRA zou ik het volgende willen opmerken.
Ik ben onvoldoende op de hoogte van de officiële [voorschriften] die te dien aanzien in acht genomen moeten worden. Voor zover deze echter ruimte laten voor een waardering onzerzijds van de betrokken aanvragen, sta ik daartegenover positief. De universiteit van Banara enzerzijds en Agra en Calcutta anderzijds verdienen [m.i.] door ons als volwaardig te worden erkend voor wat betreft de economische opleiding. De beide heren zijn mij bovendien [persoonlijk] goed bekend en de kwaliteit van hun werk is van dien aard, dat ik daarin een bevestiging vind van mij voorafgaande suggestie

Amice,
Following the attached applications from Messrs. PALVIA and MITRA, I would like to make the following remarks.
I am insufficiently informed about the official [regulations] that must be observed in this regard. However, insofar as these leave room for an evaluation on our part of the applications concerned, I am positive about them. The University of Banara on the one hand and Agra and Calcutta on the other deserve, [in my opinion], to be recognized by us as full-fledged as far as economic education is concerned. Moreover, both gentlemen are [personally] well known to me and the quality of their work is of such a nature that I find in it a confirmation of my previous suggestion
