Waarde Goudriaan,
Nog steeds ben ik je antwoord schuldig op je brief van 16 Januari. Voor de vertraging bied ik je gaarne mijn verontschuldigingen aan. Die is gelegen in het feit dat ik met Witteveen wilde overleggen en deze door allerlei toevalligheden geruime tijd niet ontmoette. Verdoorn is bovendien sinds Januari in de Verenigde Staten, zodat ik ook hem niet kon raadplegen. Tenslotte is de hoofdzaak, dat ik ook nu nog niemand heb kunnen vinden, die op zich zou kunnen nemen om je werk te paraphraseren.
Maar laat ik je vragen naar volgorde beantwoorden.
1. Op de eerste vraag zul je het antwoord, nl. de aflevering van Socialisme en Democratie, hebben ontvangen, waarin mijn overigens onbelangrijke bijdrage. Ofschoon het onderwerp mij interesseert en van tijd tot tijd bezig houdt, voel ik mij buiten staat iets nieuws er over te zeggen.
2. Ongetwijfeld voelen wij er voor dat de bijdrage in onze serie van de Noord-Hollandse Uitgevers Maatschappij over je werk door een derde zou worden geschreven. Maar, zoals ik je al even zei, de moeilijkheid is deze derde te vinden. Wij gaan intussen voort met zoeken. Je begrijpt wel dat de goede krachten meestal graag eigen dingen schrijven en ook bezet zijn, terwijl een middelmatige kracht voor dit werk niet in aanmerking komt.
3. Mij zou het spijten wanneer je een artikel van ongeveer 15 bladzijden in Econometrica niet zou willen schrijven. Natuurlijk kan je ze vragen eerst een recensie te publiceren. Daar lijkt mij niets tegen. Maar wie kan nu beter dan de man zelf in het kort samenvatten in welk opzicht zijn theorie afwijkt van de gangbare en wat de voornaamste negatieve en positieve gevolgen daarvan zijn? M.i. zou het ongeveer langs de volgende lijn moeten gaan, maar ik laat deze opmerkingen natuurlijk voor beter.
Goudriaan voert het begrip van de onbepaalde grootheden in, nader toe te lichten, waardoor volgens hem in de door de econometristen gelanceerde modellen bepaalde relaties uitvallen. Dit betekent dat er meer vrijheidsgraden zijn dan door de econometristen wordt aangenomen. Met name betekent het dat de conjunctuurbeweging door een aantal in wezen onbepaalde factoren wordt beheerst. Slechts indien men aanneemt dat het prijsniveau van de grondstoffen gegeven is, volgt daaruit de stand van de conjunctuur. Tot nu toe werd dit prijsniveau van grondstoffen door een aantal van de meest willekeurige factoren bepaald (voorbeelden). De gevolgen voor het conjunctuuronderzoek en de conjunctuurpolitiek zijn zeer belangrijk. Een deel van het conjunctuuronderzoek wordt zinloos (aan te geven welke relaties zinloos en welke relaties zinvol zijn, ook uit de marktanalyse).
Voor de conjunctuurtherapie komt het vooral aan op het vastleggen van de grondstoffenprijzen. Pleidooi voor de grondstoffenvaluta. Op te merken dat het voorstel zo weinig bespreking heeft gevonden, en dat de tegenargumenten in de schaarse besprekingen niet moeilijk te ontzenuwen zijn. Wellicht nog ingaan op de politieke en institutionele factoren, die achter de geringe belangstelling in kringen van centrale banken voor de grondstoffenvaluta moeten worden gezocht.
Ziedaar wat naar mijn smaak de hoofdinhoud zou kunnen zijn, waarbij ik getracht heb mij zo goed mogelijk op jouw standpunt te plaatsen. Een artikel van 15 pagina's in deze trant en aanknopend bij de stand van kennis van de econometrische lezer zou mij zeer waardevol lijken.

I still owe you an answer to your letter of January 16. I would like to offer my apologies for the delay. This is due to the fact that I wanted to consult with Witteveen and, due to all sorts of coincidences, did not meet him for quite some time. Moreover, Verdoorn has been in the United States since January, so I could not consult him either. Finally, the main point is that even now I have not been able to find anyone who could take it upon themselves to paraphrase your work.
But let me answer your questions in order.
1. Regarding the first question, you will have received the answer, namely the issue of Socialism and Democracy, containing my otherwise insignificant contribution. Although the subject interests me and occupies me from time to time, I feel unable to say anything new about it.
2. We are undoubtedly in favor of having the contribution in our series from the North-Holland Publishing Company about your work written by a third party. But, as I just mentioned, the difficulty is finding this third party. In the meantime, we continue to search. You will understand that good people usually like to write their own things and are also busy, while a mediocre person is not considered for this work.
3. I would regret it if you did not want to write an article of about 15 pages in Econometrica. Of course, you can ask them to publish a review first. I see no objection to that. But who better than the man himself to briefly summarize in what respect his theory deviates from the current one and what the main negative and positive consequences are? In my opinion, it should go roughly along the following lines, but of course, I leave these remarks for better.
Goudriaan introduces the concept of indeterminate quantities, to be further explained, whereby according to him, certain relationships drop out in the models launched by econometricians. This means that there are more degrees of freedom than assumed by econometricians. In particular, it means that the business cycle movement is governed by a number of essentially indeterminate factors. Only if one assumes that the price level of raw materials is given does the state of the business cycle follow from it. Until now, this price level of raw materials was determined by a number of the most arbitrary factors (examples). The consequences for business cycle research and business cycle policy are very important. Part of the business cycle research becomes meaningless (to indicate which relationships are meaningless and which relationships are meaningful, also from market analysis).
For business cycle therapy, it mainly comes down to fixing raw material prices. Plea for the commodity currency. To note that the proposal has found so little discussion, and that the counterarguments in the scarce discussions are not difficult to debunk. Perhaps also go into the political and institutional factors that must be sought behind the low interest in central bank circles for the commodity currency.
That is what, in my opinion, the main content could be, in which I have tried to place myself as well as possible in your position. An article of 15 pages in this vein and connecting to the state of knowledge of the econometric reader would seem very valuable to me.
