Dear Colleague Baade,
After receiving your letter of Jan. 31, 1969, for which I thank you cordially, I have reconsidered the whole matter. I believe that we need more precise planning for the conference, namely that we should first determine a list of topics and also the speakers for each topic. However, this will also make it necessary to postpone the conference a bit, perhaps until October, depending on the commitments we receive. Incidentally, the financing is also not yet finalized. What do you hope for in this regard from the Dutch side? That was not clear to me from your letter.
In the invitation, the financial arrangements and the subjects should also be mentioned. An English translation will probably be desired for some of the participants; I will see to that.
Among the topics, I would also like to include the possibilities of cooperation within the framework of the 2nd Development Decade in general. As sub-themes, I would like to suggest here:
2 A The interest of the socialist countries in global cooperation within the framework of the 2nd Development Decade (1971 -'80).
2 B The interest of the developing countries in a worldwide development policy.
2 C The contributions to be made by the West.
2 D The contributions to be made by the East.
I would then like to ask you to similarly formulate some sub-themes for the topic of the three selected countries. The invitation letter would then look something like the one in my attachment. What do you think about also inviting Professor J. Bognar from Budapest and Professor Dekker from Brussels?

ANNEX
Dear Colleagues!
We would like to plan an international meeting of about 5 days in the fall of this year where colleagues from Eastern Europe and Western Europe will deliberate on two questions, namely:
1) Possibilities for improving the effectiveness of development aid through coordinated activities of the helping countries in the East and in the West;
2) General cooperation for a global development policy between Eastern and Western countries within the framework of the 2nd Development Decade (1971-1980), currently in preparation at the United Nations.
As sub-themes, we envision:

We have submitted this proposal to the following colleagues:

We can offer the participants a free stay in the Netherlands during the conference. Travel costs are to be borne by the sending institutions.
We would first like to ask you to let the 2nd sender of this letter know whether you will be sending a participant and on which of the proposed sub-themes he hopes to speak. With a sufficient number of participants, you will receive final notice regarding the exact dates and the location of the conference.

Lieber Kollege Baade,
Nach Empfang Ihres Briefes vom 31 Jan. 1969, für den ich herzlich danke, habe ich die ganze Sache nochmal überdacht. Ich glaube dass wir eine genauere Planung der Konferenz brauchen und zwar eine Liste der Themen und auch die Sprecher über jedes Thema zuerst feststellen sollen. Das wird es dann aber auch notwendig machen die Konferenz noch etwas zu verschieben, vielleicht bis zum Oktober, je nach den Zusagen die wir erhalten. Übrigens ist die Finanzierung auch noch nicht fertig. Was hoffen Sie in dieser Hinsicht von holländischer Seite? Das war mir nicht klar aus Ihrem Brief.
In der Einladung sollen auch die finanzielle Regelung und die Gegenstände erwähnt werden. Eine englische Übersetzung wird für einige der Teilnehmer wohl erwünscht sein; ich werde dafür sorgen.
Zu den Themen möchte ich auch gern rechnen die Möglichkeiten einer Zusammenarbeit im Rahmen des 2. Entwicklungsjahrzehnts im allgemeinen. Als Teilthemen möchte ich hier vorschlagen:
2 A Das Interesse der sozialistischen Länder an einer Weltkooperation im Rahmen des 2. Entwicklungsjahrzehntes (1971 -'80).
2 B Das Interesse der Entwicklungsländer an einer weltweiten Entwicklungspolitik.
2 C Die vom Westen zu leistenden Beiträge.
2 D Die vom Osten zu leistenden Beiträge.
Ich möchte Sie dann bitten ähnlich einige Teilthemen des Themas der drei gewählten Länder zu formulieren. Der Einladungsbrief sähe dann etwa so aus wie in meiner Anlage. Was halten Sie davon auch Herrn Professor J. Bognar aus Budapest einzuladen und Herrn Professor Dekker aus Brüssel?

Werte Kollegen!
Wir möchten eine internationale Tagung von etwa 5 Tagen im Herbst dieses Jahres planen wo Kollegen aus Osteuropa und Westeuropa sich über zwei Fragen beraten werden, nämlich:
1) Verbesserungsmöglichkeiten des Nutzeffektes der Entwicklungshilfe durch koordinierte Tätigkeiten der helfenden Länder im Osten und im Westen;
2) Eine allgemeine Zusammenarbeit für eine Weltentwicklungspolitik zwischen Ost- und Westländern im Rahmen des 2. Entwicklungsjahrzehntes (1971-1980), jetzt bei den Vereinigten Nationen in Vorbereitung.
Als Teilthemen denken wir uns:

Wir können den Teilnehmern kostenfreien Aufenthalt in den Niederlanden während der Konferenz anbieten. Die Reisekosten wären von den entsendenden Instituten zu tragen.
Wir möchten Sie zuerst bitten dem 2 Absender dieses Briefes wissen zu lassen ob Sie einen Teilnehmer entsenden werden und über welches der vorgeschlagenen Teilthemen er zu sprechen hofft. Bei genügender Teilnehmerzahl erhalten Sie endgültig Nachricht über die genauen Daten und Ort und Stelle der Konferenz.
