Amice,
Van de zijde van de Nederlandse regering wordt voorbereid de stichting van een Internationaal Academisch Instituut, waaraan, laten wij zeggen, candidaten en doctorandi uit onderontwikkelde gebieden een opleiding zal worden geboden in bestuurswetenschappen in de ruimere zin des woords. Voorshands denkt men aan een programma van twee jaar, waarbij ook aan economische en planning aspecten de nodige aandacht zal worden gegeven. De voorbereiding is thans zo ver dat men zich wil oriënteren omtrent degenen, die aan deze cursussen zouden willen medewerken die in het Engels of Frans zullen worden gehouden. Een der onderdelen zal de publieke financiën behandelen, mede in verband met nationale rekeningen en planning vraagstukken. Geheel vrijblijvend heb ik op mij genomen om ook U te polsen over de vraag of U eventueel een enkele cursus aan dit Instituut zoudt willen geven, hetgeen ofwel kan betekenen dat eenmaal in de veertien dagen een of twee uur college wordt gegeven gedurende een belangrijk gedeelte van het jaar, ofwel dat afzonderlijke voordrachten worden gehouden. Het Instituut hoopt zijn werkzaamheden aan te vangen in October 1952. Verder bijzonderheden kan ik U tot mijn spijt nog niet mededelen, doch gaarne zou ik van U willen vernemen of U eventueel onder bepaalde voorwaarden er voor voelt mee te werken.
Zoals ik reeds opmerkte is het echter nog geheel vrijblijvend, ook van de zijde van de commissie van voorbereiding. Zou het U mogelijk zijn mij op zeer korte termijn een antwoord te geven, dan zou ik dat bijzonder op prijs stellen.

Dear friend,
On the part of the Dutch government, preparations are being made for the establishment of an International Academic Institute, where, let us say, candidates and doctoral students from underdeveloped areas will be offered training in administrative sciences in the broader sense of the word. For the time being, a two-year program is envisioned, in which necessary attention will also be given to economic and planning aspects. Preparations have now reached the stage where they wish to orient themselves regarding those who would like to participate in these courses, which will be held in English or French. One of the components will deal with public finance, partly in connection with national accounts and planning issues. Entirely without obligation, I have taken it upon myself to sound you out as well on the question of whether you might want to give a single course at this Institute, which could mean either a one or two-hour lecture once every fortnight during a significant part of the year, or that separate lectures are held. The Institute hopes to commence its activities in October 1952. Unfortunately, I cannot yet provide further details, but I would like to hear from you whether you might feel like participating under certain conditions.
As I already noted, however, it is still entirely without obligation, also on the part of the preparatory committee. Should it be possible for you to give me an answer in the very short term, I would greatly appreciate it.
