Dear Mr. Regul,
For the detailed investigations regarding competition on the international steel market, the "Nederlands Economisch Instituut" has, at my request, conducted a certain number of preliminary investigations which we will be able to use usefully later. The investigations relate to the substitution elasticities between continental steel and British steel. Various markets outside the Schuman Community have been investigated. I am sending you a copy of the results herewith.
The costs of this investigation amount to f 2,092.38 and I would like to request that the High Authority transfer this investigation amount to the Institute. I am, of course, happy to provide further information.

Sehr geehrter Herr Regul,
Für die Detailuntersuchungen bezüglich der Konkurrenz auf dem internationalen Stahlmarkt hat das "Nederlands Economisch Instituut" auf meine Bitte eine gewisse Zahl Voruntersuchungen angestellt die wir später noch nützlich verwenden können werden. Die Untersuchungen beziehen sich auf die Substitutionselastizitäten zwischen Kontinentalstahl und britischem Stahl. Verschiedene Märkte ausserhalb der Schuman-Gemeinschaft sind untersucht worden. Ich übersende Ihnen anbei ein Exemplar der Resultate.
Die Kosten dieser Untersuchung betragen f 2.092,38 und ich möchte bitten dass die Hohe Behörde diesen Untersuchungsbetrag dem Institut überweise. Zur weiteren Auskunft bin ich natürlich gerne bereit.
