BOUWBEDRIJF EN WERKLOOSHEID
Geachte Redactie,
In Uw blad van 2 Mei wijdt U enkele beschouwingen aan wat U noemt een "bedenkelijk advies" door mij gegeven inzake het bouwbedrijf. Het spijt mij dat U deze kwestie, ondanks de door mij in de vergadering van de K.A.B. uitdrukkelijk gestelde reserves en ondanks mijn aanbod om onvoldoend beantwoorde vragen per brief verder te behandelen, aanstonds rijp geacht hebt voor behandeling in een dagblad. Dit overigens daargelaten wil ik er toch Uw aandacht op vestigen dat mijn antwoord ter K.A.B.-vergadering in Uw beschouwingen niet evenwichtig is weergegeven. Dit antwoord luidde ongeveer als volgt:
"De nieuwe toestand t.a.v. het bouwbedrijf geschapen door het Regeringsprogramma vereist allereerst nadere studie. Indien daarbij zou blijken dat vergroting van de werkloosheid dreigt, kan een oplossing van dit vraagstuk op twee manieren worden gedacht. Het is denkbaar dat bepaalde groepen van arbeiders, thans in het bouwvak werkzaam, zonder veel moeite elders zouden kunnen werken. Dit geldt uiteraard het minst voor geschoolde arbeiders in het eigenlijke bouwvak. Voor bepaalde groepen ongeschoolden is het niet uitgesloten dat zij in andere vakken werk zullen kunnen vinden. Voor een enkel onderdeel van het vak, t.w. uitvoering van openbare werken, is tewerkstelling in het buitenland zelfs mogelijk. Doch voor het overgrote gedeelte van het bouwvak zijn de uitwijkmogelijkheden niet zo eenvoudig. Daar ik mij niet kan voorstellen dat er enig nut is in een omvangrijke werkloosheid van arbeiders, die niet op korte termijn elders kunnen worden gebruikt, zou, indien het laatste het geval bleek te zijn, een herziening van het Bouwprogramma wellicht aanbeveling verdienen. Nadere studie is dus, zoals gezegd, het eerst noodzakelijk."

CONSTRUCTION INDUSTRY AND UNEMPLOYMENT
Dear Editorial Staff,
In your issue of May 2nd, you devote some reflections to what you call a "questionable advice" given by me regarding the construction industry. I regret that you considered this matter, despite the reservations explicitly stated by me in the meeting of the K.A.B. and despite my offer to further handle insufficiently answered questions by letter, immediately ripe for treatment in a daily newspaper. This aside, I would still like to draw your attention to the fact that my answer at the K.A.B. meeting is not represented in a balanced way in your reflections. This answer was approximately as follows:
"The new situation regarding the construction industry created by the Government program requires first of all further study. If it should appear that an increase in unemployment is imminent, a solution to this problem can be thought of in two ways. It is conceivable that certain groups of workers, currently active in the construction trade, could work elsewhere without much difficulty. This naturally applies least to skilled workers in the construction trade itself. For certain groups of unskilled workers, it is not excluded that they will be able to find work in other trades. For a single part of the trade, i.e., execution of public works, employment abroad is even possible. But for the vast majority of the construction trade, the possibilities for moving are not so simple. Since I cannot imagine that there is any use in extensive unemployment of workers who cannot be used elsewhere in the short term, if the latter turned out to be the case, a revision of the Construction Program might deserve recommendation. Further study is therefore, as said, first necessary."
