Your invitation of February 9 to participate in the discussion on National Policy for Economic Welfare at Home and Abroad is a great honor to me. Had I still been in the United States, where I spent the first semester of this academic year, I would, no doubt, gladly have accepted your invitation.
The discussion will certainly be an event of the first rank in academic life. My duties in my own country make it, however, impossible to attend: my main function being that of a civil servant of the Netherlands government and my academic function being only a part-time one.
