My dear Frisch,
I am preparing various topics for personal discussions with your collaborators and yourself, one of them being the equation of a number of degrees of freedom in decision models. I did not yet quite understand what you said about it in your last stenciled memorandum on the subject, but I venture to suggest as a alternative the following set of definitions:

q represents the total number of quantities in your equations;
e represents the number of equations which must be equal to the number of unknowns you are able to calculate;
k represents the total number of quantities you suppose known beforehand (by the nature of the problem you set)
f is the number of degrees of freedom i.e. the number of political parameters and economic variables you must choose in order to make the problem determinate for the number of maximum conditions you have to introduce for the same purpose.

Please, don't answer me by letter. I send you this note as a basis for discussion. We should, I think, carefully scrutinize to what of my terms your definitions correspond and vice versa.
