Annie,
Vroeger was je al een keer zo vriendelijk te informeren welke mogelijkheden iemand openstaan die een wens heeft in strijd met een uitbreidingsplan ener gemeente.
Het geval van de heer L.B. Dusink, Rijkstraatweg F 140 Hierden, gem. Harderwijk was er de aanleiding toe. Op het uitbreidingsplan, als vastgesteld door de burgemeester Prov. Planol. Dienst, op grond van een door de Dir. v Gemeentewerken ontworpen plan, komt de woning annex bedrijfsruimte niet voor die genoemde heer Dusink gaarne zou bouwen op de met [unclear] aangegeven plaats.
De gemeenteraad van Harderwijk heeft unaniem op grond daarvan beroep bij de Kroon aangetekend.
Zou het jou mogelijk zijn te weten te komen, wie in feite de beslissing van de Kroon voordraagt, of daarbij betrokkenen nog gehoord worden en welke argumenten in 't algemeen gelden.
Merkwaardigerwijze heeft deze heer bij schrijven van 1 April 1950 (omineus?) v.h. Min. v. Wed. & Volkshv. Afd Fin. Zaken No 8641 (39966) zelfs een toezegging ontvangen onder de financieringsregeling - 1948 een jaarl. subsidie van f 300 à f 400 te ontvangen, als hij toen (binnen 3 maanden) gebouwd had. Door verzuim van een architect en onwetendheid omtrent de termijn heeft hij daarvan toen geen gebruik gemaakt en is deze zaak weer vervallen. Bedoelde subsidietoekenning hield intussen in een aanvaarding van zijn bouwplan.
Hoofdargument v.d. Dir. v. Gemeentewerken tegen hem schijnt te zijn: ontsiering van de omgeving.

In the past, you were already so kind as to inquire what possibilities are open to someone who has a wish that conflicts with a municipality's expansion plan.
The case of Mr. L.B. Dusink, Rijkstraatweg F 140 Hierden, municipality of Harderwijk, was the reason for this. On the expansion plan, as determined by the mayor [and] Prov. Planol. Service, based on a plan designed by the Dir. of Public Works, the house annex business space does not appear that the aforementioned Mr. Dusink would like to build on the location indicated with [unclear].
The municipal council of Harderwijk has unanimously lodged an appeal with the Crown on that basis.
Would it be possible for you to find out who actually proposes the decision of the Crown, whether those involved are still heard, and which arguments generally apply.
Remarkably, this gentleman received, by letter dated April 1, 1950 (ominous?) from the Min. of Reconstruction & Housing, Dept. Fin. Affairs No 8641 (39966), even a commitment under the financing scheme - 1948 to receive an annual subsidy of f 300 to f 400, if he had built then (within 3 months). Due to the negligence of an architect and ignorance regarding the deadline, he did not make use of it at the time and this matter has lapsed again. The intended subsidy grant meanwhile implied an acceptance of his construction plan.
The main argument of the Dir. of Public Works against him seems to be: disfigurement of the surroundings.
