Mr. Secretary General,
I thank you very much for your letter of September 13th and I apologize for the delay in my response. In the meantime you will have received my telegram: unfortunately I am not able to come to Paris on October 2nd, but I hope to cooperate with you in the future. Indeed, the Netherlands Economic Institute intends to devote itself in the near future to certain problems of under-developed countries as well, and we hope that it will be possible to establish useful cooperation between your group and ours. Within a few weeks I hope to be able to send you our research program which is currently being examined by our council. Given the very considerable field, I am quite confident that it will be easily possible to avoid duplication of effort.
While regretting not being able to come on October 2nd, I hope to be able to come and see you a little later if that suits you, and I would like to tell you that I am interested, among other things, in the question of what should be the general directive of the policy you are considering. I have sometimes thought that perhaps this directive should be to stop the divergence of living standards that we have observed during the last century at least. My colleague Theil, whom you know, published in his inaugural lecture the results of some calculations on this problem. The text, which at present only exists in Dutch, is being translated into English. I will send you this translation as soon as it is ready. I am also pleased to send you the English translation of an article in Spanish by me which represents part of the program of the Netherlands Economic Institute. A third point of this program relates to the study of the proposal on the raw materials standard launched by my compatriot Professor Goudriaan in the UN report entitled "Commodity Trade and Economic Development".
I hope that these few indications show you my deep interest in your program and I also hope that I am not disrupting your discussion of October 2nd too much.
I will inform you of further developments in our activities and I wonder what dates after October 15th would be convenient for a brief visit on my part.
