Dear Mr Waring,
Mr FOYER, who applied for a function in your division, asked me to inform you about his capacities.
Mr Foyer worked at the Central Planning Bureau from its beginning in 1945 and showed himself a very able economic analyst. His last resort was transport and energy, where he contributed various important investigations on the structure of these industries and on their future development. His various functions with the Planning Office have brought him in contact with most of the aspects of planning, overall and sector-wise, and he has a well-equilibrated judgement and a thorough knowledge of the statistical background of its problems.
