Dear Tintner,
I am sorry it took me quite some time after my return to Holland to give you a more final answer to your letter of October 27, 1953, concerning Mr Basmann. I first investigated whether we could offer him a position either in the Netherland Economic Institute or at the Central Planning Bureau, but it appeared that it was impossible.
Our next step has been to inform ourselves about the possibilities for Mr Basmann to come to Holland with a fellowship. It appears that there are two such possibilities, namely:
1. the Dutch Government makes available every year 3 fellowships for students of the United States, among them 2 allowing to spend f 2000 + exemption from university fees. Such a fellowship should be applied for with the Institute of International Education, East 67 Street 1, New York.
2. the other possibility seems to be the Fullbright programme. About this chance information may be got from the Fullbright informant in his own university. The suggestion made to us was that an application should be made for following courses at the Netherlands School of Economics (Rotterdam) combined with practical work at the Central Planning Bureau (the Hague).
Since your judgment of Mr Basmann is very favorable, I have some hope that one of these two ways might lead to the goal.
