PROF. DR J. TINBERGEN THE HAGUE, 16 May, 1951
Sijzenlaan 41
Mr George F. Kennan, Counsellor and Head of the Policy Planning Staff, c/o "Foreign Affairs" 58 East 68 Street, New York 21, USA.
Dear Sir,
I have read your article in Foreign Affairs of April 1951 with the utmost interest and sympathy. I wonder whether you should be willing to give me some further hints as to where I can find something more about what the United States Government is doing in this field. In particular I should be very grateful to know whether there are any symptoms studied as to the possible change in attitude in Russia itself on the one hand, and in how far your opinion is shared by leading personalities in the State Department, on the other hand. May be you could quote me some articles elsewhere which may give me the answer.
Yours very sincerely,
