Recommendation for Fulbright research grant
The research program formulated by I. BLUMEN in the field of social insurance does appeal to me as a sensible and interesting program in which Professor Blumen is right in assuming that a number of experts in the fields his program covers are to be found in Holland, and he is also right that the general scientific climate in Holland is favourable for this type of applied mathematical social research. No doubt Dr Blumen would want the co-operation of different types of people, some of them in the actuarial field, some in the field of mathematical statistics, some in the field of general economics. It is not completely clear to me who might be the best advisers for his piece of work, but it is a fact that there are well-known experts to be found in Holland in each of those fields.
For these reasons I am glad to recommend Dr Blumen's application for favourable consideration.
