Beste Tjalling,

Dear Tjalling,
Goudriaan has recorded in English his views on the foundations of econometrics, about which he has repeatedly expressed critical opinions. In his farewell lecture in December, he gave an overview of the subject and thereby aroused quite some interest in Holland. His main idea is that there are certain economic quantities which are what he calls indeterminate, which goes a bit further than stochastic, since he also does not want to speak of a probability distribution for these quantities (I would rather say components). He has worked out various points in the manuscript I just mentioned, the size of which is about 67 folio pages. A copy of the table of contents is enclosed herewith. He hopes that this can be published as a monograph of the Cowles Commission or possibly in the manner in which Haavelmo's supplement was published in 1944. I promised him to advocate for various things at the Cowles Commission; although I am not 100% satisfied with the whole - due to Goudriaan's absence, further exchange of thoughts with him is very difficult - I would still like to warmly recommend it, because in my opinion it can get thoughts rolling, and if it is not accepted, it can at least contribute to the clarification of the formulations on our part.

I would particularly appreciate hearing from you whether you would like to take a look at the manuscript with this goal in mind. Since I do not know whether certain articles of the regulations already oppose publication in advance, I am not yet sending the manuscript. However, as soon as I have your reaction, I can send it. I therefore look forward to a brief word from your side.
With heartfelt thanks in advance
