Dear Mr Tarlok Singh,
It is with great pleasure that I am remembering our discussions in New Delhi in December 1951. At presentt we have in Holland a number of young Indian economists working at the Institute of Social Studies at The Hague. With this small group we are discussing, among other things, the recent text of the Five-Year-Plan. We are particularly interested in the estimates concerning the growth of savings during the next five years. I understand that an increase per head by 0.7% is hoped for and that of this increase 1/3 or 0.25% will be saved. This figure has struck us as rather high. Evidently it very much depends on the distribution of income increases over the various income groups. Since some of our students are embarking upon studies of economic development, they would be highly interested to know at what basis these savings estimates rest. For any further information you are kind enough to supply me I would be highly grateful.
