Onlangs heb ik in een gesprek met Minister Zijlstra als mijn mening te kennen gegeven dat een wat verdergaand initiatief t.a.v. de onderontwikkelde landen m.i. zeer gewenst is. Hij bleek daarmede in te stemmen, evenals Minister Mansholt, die ik daarna in een kleine commissie ontmoette. Ik heb tegenover beide Excellenties toegezegd een notitie te maken die wellicht als uitgangspunt zou kunnen dienen. Alvorens ik deze a.s. Zaterdag verzend, zend ik haar jou ter inzage met verzoek dit geheel onder ons te houden. Voor je opmerkingen, die je wellicht per telefoon wilt geven als ik uit Luxemburg terug ben, houd ik mij uiteraard gaarne aanbevolen.

Recently, in a conversation with Minister Zijlstra, I expressed my opinion that a somewhat more far-reaching initiative regarding the underdeveloped countries is, in my view, very desirable. He appeared to agree with this, as did Minister Mansholt, whom I met afterwards in a small committee. I promised both Excellencies to prepare a note that might serve as a starting point. Before I send this next Saturday, I am sending it to you for inspection with the request to keep this entirely between us. For your comments, which you might want to give by telephone when I am back from Luxembourg, I would of course be very grateful.
