Gentlemen,
About a month ago I got a visit from Mr Menzies about my possible mission to India. I explained to Mr Menzies that I could not consider to go to India for a whole year, and Mr Menzies then made the suggestion that I might invite a younger collaborator of mine who would be prepared to go for a year whereas I myself might visit him once or twice during that period for a month and discuss the whole program with him. This would seem to me a very attractive solution of the difficulty, and I am glad to inform you that Mr J.A. Links of my bureau is willing to consider this proposition.
Mr Links is head of the division of the annual plans and he already spent some time in international work for the O.E.E.C. In addition he is participating regularly in the defence of the Netherlands programs before the examination which takes place in Paris every year. Mr Links is well acquainted with methods of econometric research also, and I am certain that he is well qualified for the job.
In addition I may repeat that I am willing to come to India once or twice for about a month during Mr Links's stay, in order to discuss with him the possibilities he has explored meanwhile. Since Mr Links was one of my collaborators for many years we are able to work in close understanding.
I hope this proposal meets with your approval and that further steps in this direction could be taken.
