Mr. Director,
I apologize that due to an absence from The Hague I have not yet replied to your letter of May 4.
The tasks now entrusted to Mr. FOYER can be indicated in the following manner. Global planning of the transport and energy sectors to be included in the annual economic plan; in-depth studies regarding the long-term evolution of these two sectors; participation by the Central Planning Bureau in the discussions of the transport coordination commission. Here are only the main works of Mr. Foyer, for which the High Authority already possesses a memorandum on the development of coal production in Western Europe. It is probably Mr. URI who could show you this study. Mr. Foyer is responsible for the subjects I indicated within the framework of "the division of sectors" for which he is substituting for the director in his absence.
Mr. VAN DEN BERG is currently secretary of the Netherlands Economic Institute. This means he is in charge of the entire organization of this research institute, which has 35 members. Furthermore, Mr. Van den Berg is in charge of certain studies for the municipality of Amersfoort. This research relates to the efficiency of the various offices and sub-offices of the municipal administration. The study was carried out in part using statistical methods by comparing the situation in about forty municipalities of different sizes. From time to time Mr. Van den Berg publishes articles in the weekly publication "Economisch-Statistische Berichten".

Je m'excuse que par une absence de la Haye je n'ai pas encore répondu votre lettre du 4 mai.
Les tâches confiées maintenant à M. FOYER peuvent être indiquées dans la manière suivante. Planification globale des secteurs du transport et de l'énergie afin d'être insérée au Plan économique annuel; études de fond en ce qui concerne l'évolution à long terme de ces deux secteurs; participations de la part du Bureau du Plan Central aux discussions de la commission de la coordination du transport. Voici seulement les principaux travaux de M. Foyer dont la Haute Autorité possède déjà un mémorandum sur le développement de la production du charbon en Europe occidentale. C'est probablement M. URI qui pourrait vous montrer cette étude. M. Foyer est responsable pour les sujets que j'ai indiqués dans le cadre de "la division des secteurs" dont il substitue le directeur en son absence.
M. VAN DEN BERG est à présent secrétaire de l'Institut économique néerlandais. C'est-à-dire qu'il est chargé de toute l'organisation de cet institut de recherches qui compte 35 membres. En outre M. Van den Berg est chargé de certaines études pour la municipalité d'Amersfoort. Ces recherches se rapportent à l'efficience des divers bureaux et sous-bureaux de l'administration municipale. L'étude s'est faite en partie selon des méthodes statistiques en comparant la situation dans une quarantaine de municipalités de grandeur différente. De temps en temps M. Van den Berg publie des articles dans la publication hebdomadaire "Economisch-Statistische Berichten".
