Zeer geachte Heer Gerstel,
Het is niet gebruikelijk om bij kwesties van economische politiek op "vindingen" patent te nemen, doch ze in de economische pers te publiceren en te verdedigen. Het komt mij dus het beste voor dat U, als U zich bij deze gewoonte wilt aansluiten, Uw plan in het kort uiteenzet in een artikel en dit aanbiedt aan een van de economische tijdschriften.
Ik vermoed althans dat de Octrooiraad op economische plannen niet ingaat, maar misschien wilt U dit ook nog proberen. Het spijt me dat ik te druk bezet ben om een nieuw punt aan mijn agenda toe te voegen, reden waarom ik U genoemde andere weg in overweging zou willen geven.

Dear Mr. Gerstel,
It is not customary to take out patents on "inventions" in matters of economic policy, but rather to publish and defend them in the economic press. It therefore seems best to me that, if you wish to follow this custom, you briefly outline your plan in an article and offer it to one of the economic journals.
I suspect at least that the Patent Council does not deal with economic plans, but perhaps you would like to try this as well. I am sorry that I am too busy to add a new item to my agenda, which is why I would like to suggest the other path mentioned to you.
