Zeer geacht Bestuur,
Het is mij niet mogelijk om de vergadering van morgen bij te wonen, doch het is mij een behoefte om van mijn instemming met het concept-urgentie-rapport te doen blijken. Ik wens U geluk met Uw initiatief.
Het is dan ook slechts om mijn steentje bij te dragen tot het gestelde doel dat ik enkele ondergeschikte wijzigingen wilde voorstellen die naar het mij voorkomt nodig zijn. In § 1 zou met een enkel woord misschien kunnen worden toegegeven dat voor ons land gunstig is geweest de loonstijging in 1937 in de V.S. en Engeland opgetreden. Het beeld wordt daarmee vollediger, zonder dat de conclusie behoeft te worden gewijzigd.
Op blz. 4 bovenaan achter „belastingtarieven" stel ik voor in te voegen: „van de niet op de bedrijvigheid drukkende belastingen."
Op blz. 3, alinea 5, zou een verwijzing naar § 4, waarin dat „systematisch streven" wordt uiteengezet, de nieuwsgierige lezer helpen.
Tenslotte heeft het mij getroffen dat de financiering der meerdere uitgaven van de regering niet mogelijk wordt geacht — of althans zulk een voorstel niet wordt gedaan — met behulp van geldcreatie door de staat, waaraan geen rentelast verbonden is. Acht men dit middel te gewaagd voor de tegenwoordige stand van de publieke opinie ten aanzien van deze vraagstukken? Mijns inziens zou, indien deze geldcreatie aan een jaarlijks maximum van de orde van grootte van ƒ 50 millioen werd gebonden, geen enkel bezwaar van theoretische aard kunnen worden ingebracht.

Dear Board,
It is not possible for me to attend tomorrow's meeting, but I feel a need to express my agreement with the draft urgency report. I wish you luck with your initiative.
It is therefore only to contribute my bit to the stated goal that I wanted to propose some minor changes that seem necessary to me. In § 1, it could perhaps be admitted in a single word that the wage increase that occurred in the U.S. and England in 1937 was favorable for our country. This makes the picture more complete, without the conclusion needing to be changed.
On page 4 at the top after "tax rates" I propose to insert: "of the taxes not weighing on activity."
On page 3, paragraph 5, a reference to § 4, in which that "systematic endeavor" is explained, would help the curious reader.
Finally, it struck me that the financing of the government's increased expenditures is not considered possible — or at least such a proposal is not made — with the help of money creation by the state, to which no interest burden is attached. Is this means considered too risky for the current state of public opinion regarding these issues? In my view, if this money creation were tied to an annual maximum of the order of magnitude of ƒ 50 million, no objection of a theoretical nature could be raised.
