Dear Mr Robinson,
Please excuse me for only answering today your circular letter of July 10. The delay, I am sorry to say, is due to the well-known slowness of the official machine. I asked advice of a friend of mine at the Ministry of Foreign Affairs and only got it one of these days. Being myself a civil servant I had to ask this advice, and I was advised not to commit myself. This does not mean that I do not feel quite near to the aims you are striving for, and I shall certainly follow your activity with great interest.

P.S. May I permit myself 2 remarks on the text you sent me ? Isn't it better under point 1 not to speak of political policies ? Should not under point 2 the elimination of Q.R. also be mentioned ?
