Zeer geachte heer Duyvis,
In antwoord op Uw brief van 31 Januari j.l. zou ik het volgende willen opmerken.
U hebt gelijk te stellen dat wij ons nationaal product niet geheel aanwenden en dat zich dat uit in het feit dat wij minder invoeren dan uitvoeren. Wanneer Nederland kapitaal ter beschikking stelt van onderontwikkelde gebieden zou dat materieel betekenen dat wij een deel van ons product ter beschikking stellen van het buitenland in plaats van dat wij het zelf zouden gaan investeren of gebruiken. Het verschil met de door U bepleite oplossing zou dus alleen zijn dat de besteding van ons nationaal inkomen voor een gedeelte niet ten behoeve van ons zelf, maar ten behoeve van een ander land zou geschieden. Financieel betekent het natuurlijk dat het aldus bestede bedrag aan een ander land wordt overgemaakt en dat onze betalingsbalansoverschot minder groot wordt; hetgeen ook gebeuren zou als wij Uw voorstel volgen en een groot gedeelte van ons nationaal inkomen voor ons zelf zouden besteden.
Voor beide gevallen geldt dat om een en ander te verwezenlijken onze regelmatige export iets lager zal moeten liggen; want bij de huidige volle bezetting van ons productie-apparaat kunnen wij geen extra vraag in het buitenland velen zelfs. Schematisch in cijfers zou zich het beeld ontwikkelen dat U op bijlage dezes vindt. Gaarne zal ik van U vernemen of U het daarmee eens kunt zijn.

Dear Mr. Duyvis,
In response to your letter of January 31 last, I would like to make the following remarks.
You are right to state that we do not fully utilize our national product and that this is reflected in the fact that we import less than we export. When the Netherlands makes capital available to underdeveloped areas, this would materially mean that we make part of our product available to foreign countries instead of investing or using it ourselves. The difference with the solution advocated by you would therefore only be that the expenditure of our national income would partly be for the benefit of another country instead of for ourselves. Financially, it naturally means that the amount spent in this way is transferred to another country and that our balance of payments surplus becomes smaller; which would also happen if we followed your proposal and spent a large part of our national income on ourselves.
In both cases, to achieve this, our regular exports will have to be slightly lower; because with the current full capacity of our production apparatus, we cannot even tolerate extra demand from abroad. Schematically in figures, the picture would develop as you will find in the appendix to this letter. I would be pleased to hear from you whether you can agree with this.
