Dear Professor Harris,
Thank you for your letters of January 8 and 12. I am afraid that Mr Hagger's paper is not appropriate for being published. It is a very useful piece of work for those who would study my little book on Econometrics, but it does not add new views or methods. It does show that Mr Hagger understands the problem and may be promising for the future. The paper might be useful for being available in mimeographed form for those who have difficulties in reading my book, but I don't see a possibility of having it published. I am sending you the paper back by sea-mail.
I shal be delighted to give a short note on the subject of the use of mathematics in the economics and I hope to be able to do so before the dead-line - June 1 - you indicated.
