FOREWORD

I am happy to recommend this essay by Ted Dunn on the changes humanity needs to make in the structure of world cooperation. This cooperation must enable us to solve the great problems of mankind: the problems of security, of poverty (especially in the underdeveloped countries), of environment and of sustainability. Although regarding some of his thoughts I should prefer a different approach, I agree with the main structure of a hierarchy of decision levels, ranging from the individual level, via the local, national, regional to the continental and to the world level. The four problems mentioned, for instance, must be dealt with at the highest, the global level. We should consider our planet as an entity, for which an efficient and a just management must be created. We must apply the structure of a well governed nation to the government of the world. From the example of European integration we can learn how to co-operate with other regions of the world. All this has been set out very clearly by the author, who rightly quotes Jean Monnet on the cover of his booklet.
