Beste Dick,
Wel bedankt voor je brief over je reis naar Chili. We zullen natuurlijk de drie gevraagde exemplaren van het Plan zenden.
Wellicht interesseert het je te weten, dat wij ongeveer 2 weken geleden een eerste raming van de herstelkosten van de watersnood hebben gemaakt, die als volgt was samengesteld.
Overzicht van enkele globale en zeer voorlopige ramingen van de herstelkosten en de opbrengstderving
a) landbouw f 110 mln
b) huisraad, kleding, enz. " 125 "
c) woningen, boerderijen e. a. gebouwen " 250 "
d) dijken, cultuurgrond, wegen, enz. " 400 "
e) overige sectoren " 100 "

Afgerond totaal ca f 1200 mln
Zoals je begrijpt is het nog maar zeer voorlopig en ruw. Er is thans een statistische commissie bezig de raming te verfijnen.
Voor het werk op het C.P.B. heeft de ramp uiteraard betekend, dat het Plan voor 1953, dat klaar was, weer in de smeltkroes moest. In het Plan 1953 kwam ook een verbeterde financieringstabel voor, die naar ik aanneem je bijzondere belangstelling zal hebben. Daarover is thans overeenstemming bereikt met de Nederlandse Bank en het Ministerie van Financiën, terwijl hij reeds zijn nuttige diensten heeft bewezen bij het discussiëren over de financiering der overheidsuitgaven voor 1953. Het beginsel is, geloof ik, duidelijk samengevat in een Engelse versie, die ik je afzonderlijk toezend. De cijfers, die daarop staan, zijn maar voorlopig en moeten met korreltjes zout worden behandeld. Schouten, Lips en ik komen weldra met een Engels artikel, waarin wij de inrichting en het nut van deze tabel nog iets duidelijker hopen uiteen te zetten.

Thank you very much for your letter about your trip to Chile. We will of course send the three requested copies of the Plan.
It might interest you to know that about 2 weeks ago we made a first estimate of the recovery costs of the flood, which was composed as follows.
Overview of some global and very preliminary estimates of the recovery costs and the loss of revenue
a) agriculture f 110 mln

As you understand, it is still very preliminary and rough. A statistical commission is currently working on refining the estimate.
For the work at the C.P.B., the disaster naturally meant that the Plan for 1953, which was ready, had to go back into the melting pot. The 1953 Plan also included an improved financing table, which I assume will be of particular interest to you. Agreement has now been reached on this with the Netherlands Bank and the Ministry of Finance, while it has already proven its useful services in discussing the financing of government expenditure for 1953. The principle is, I believe, clearly summarized in an English version, which I am sending to you separately. The figures on it are only preliminary and should be taken with a grain of salt. Schouten, Lips and I will soon come out with an English article, in which we hope to explain the structure and usefulness of this table a bit more clearly.
