Mr. Irw-an Arsjad,

Trg. Republike 5/lV,
Belgrade, Joegoslavië
Dear Mr. Arsjad,
Thank you for yours of November 15 and annexes. I informed
the Ministry of Foreign Affairs (international Technical Assistance
Department) about the approvals. I understand that they will take
action with regard to your stipend.
As for me, I can start working with you around January 3, 1968.
It may be useful for you to be reminded of the fact that your
admittance does not imply a guarantee that you will obtain the
doctor's degree. That, evidently, depends on the quality of the
work you will perform. But it will always be possible for you to
obtain a certificate stating that you have participated in the research
work going on here.
I hope to see you in the first days of January th®8.
Yours sincerely.
J. Tinbergen.
